If costs are prohibitive we request that we simply trim down all the trees to make them safe (we know we would have to pay given the stretching resources of the council). On your suggestion we could also plant bushes (or an additional tree) along the fence in a safer location to replace the trees if that helped. We have been advised that if the two out trees are removed it will allow the central tree to flourish and grow vertically and be a beautiful pine tree.
