- Application to Fell Silver Birch tree subject to TPO located next to bin store on land adjacent to 57 Harebell Close, Hartley Wintney, RG278twHistory:Circa 10 Years ago Premier Properties submitted multiple applications to build residential properties on the land to the rear of Crown House. They were declined by HDC, subject to Appeal by the developers; the Planning Inspector ruled in favour of HDC. Contradictory arboricultural reports accompanying the applications sought to remove trees on the Crown House site & carry out branch removal works on the silver birch. HDC at that time issued a site TPO on Crown House & a TPO on the silver birch. Crown House was then sold; HDC then granted permission to build a small office at the rear of the site.Reasons:1. Unbalanced Development - Over the TPO period a branch growing out from a low-down part of the main trunk has become a very substantial branch & now represents est. 30% of overall crown. In bad weather conditions this branch appears vulnerable to failure at the point where it adjoins the main trunk. The main trunk & trunk main branches system ("Trunk System") has now formed a more pronounced lean towards the adjacent house and is now ets. 2 feet from touching the house. The more pronounced lean & Trunk System growth towards the adjacent house appears to be the tree developing to counter-balance that now substantial vulnerable to failure branch.2. Human Safety & Substantial Property Damage Concerns - In the event the substantial branch mentioned fails, noting the now more pronounced lean towards the adjacent house, I have increasing concerns that any bad weather conditions may result in the silver birch collapsing onto the adjacent house, potentially posing a risk to human safety/ substantial damage to dwelling(s)/ write-off of up to 4 vehicles parked on the driveways underneath the tree.3.
