Description:
3.28 kW installation on flat roof of the garage building, eight panels in total installed on Renusol consoles. Please note that work has already started without consent as a result of the homeowner's own mistake, and as a consequence of late and incorrect guidance provided by the planning officer. With energy price increases applicable from Oct 2022, the homeowner politely requests that the installation be approved in order to minimise the otherwise unsustainable financial burden of higher energy bills during the winter. An application was submitted by the homeowner on 29/07/2022, for a non-residential building (2022/06040/PA), with the (wrong) understanding that since he did not live in his garage, then the nature of the building could not be residential. 2022/06040/PA had a statutory expiry date on 22/09/2022, hence works were scheduled to commence with the contractor Maisum Energy on 23/09/2022. The planning officer spotted the error in the initial application, but provided the wrong guidance on how to proceed in two instances: 1) on 31/08, she indicated that the correct application should be sent directly to her (without specifying what constituted a "correct" type), but after several chasers, then rectified and on 13/09 requested 2) a Proposed Lawful Development Certificate, which in reality is not applicable as the installation protrudes more than 28cm from the roof. Finally, the planning officer acknowledged that a Householder Planning Application was necessary on 22/09/2022 at 5pm. The final answer came less than 24h before the planned installation date whereas throughout the process, the impression had been given that the initial application could be amended, as such there was no opportunity to reschedule the initial installation that had been planned for months.
